Due to the ongoing Coronavirus pandemic, in-person Administrative trainings have become difficult to hold safely due to social distancing concerns. In order to continue with this required training, the Center has modified the in-person training into a shorter version for remote delivery. Some quick facts:
- Trainings will be live, not pre-recorded, and attendees can ask questions.
- Training will last 4 hours, and be delivered in two 2-hour blocks over two consecutive days.
- Attendance will be limited to allow questions and/or discussion.
- Conservation Districts are strongly encouraged to have viewing sessions for other's in their District, if conditions allow.
Using the administrative manual as a guide, this class will outline the role of Conservation Districts in the Dirt, Gravel, and Low Volume Road Maintenance Program.
Who Should Attend
CD staff involved with Program: required
Others involved in Program (Field Reps, etc.): encouraged
QAB or District Board members: also invited
Attendance by potential grant applicants (twps, etc.) is NOT encouraged.
Trainings will focus on details needed to run the Program at the CD: handling funds, administering projects, record keeping, understanding policies, Program forms, etc.
Trainings will be given by both Center and SCC staff.
All Conservation Districts administering the DGLVR Program are required to have someone attend an administrative training.
The course is free, but registration is required.

Guide for Conservation Districts to Host Events
Conservation Districts will be provided with registration links ahead of the trainings. Districts are strongly encouraged to host “Admin Training Watch Sessions” at local facilities for those required to take this training, if possible. This can be used to overcome technical hurdles that some may have, and will let Districts discuss admin questions amongst several attendees.
- Ensure local conditions and policies allow for you to hold such an event.
- Ensure proper safety protocols such as masks, social distancing, sanitization, etc. are followed. Guidance is always evolving, please see the sources below for current information:
- Conservation Districts are responsible for ensuring all local policies are met and safety precautions such as masks, social distancing, sanitization, etc. are satisfied. The SCC, Center, Penn State, or State of PA are not responsible for any in-person meetings organized by Districts related to these remote trainings.
Logistics for holding an event
- Registration links will be made available to Conservation Districts. Applicants attending your watch event do not need to register individually. The Center will provide you with a registration sheet, and you will be responsible for taking attendance and reporting that information back to the Center to verify certifications.
- Invite potential applicants to a common location such as a meeting room at your office or a conference room at a local hotel.
- Be aware of attendance limits based on room size. Districts are welcome to hold repeated sessions for multiple trainings to accommodate smaller groups.
- Display the shared screen from the remote training on a large TV or projector.
- Make sure to have adequate speakers so the training can be heard throughout the room. A microphone is also recommended to allow you to ask verbal questions and have a discussion with trainers (not required as questions can be typed in as well).
- Facility rentals and purchase of snacks, drinks, or lunches is at the discretion of each Conservation District.
- The CD should communicate questions, comments, and feedback for their group directly through the remote training interface.
- The CDGRS will be in touch and send you training materials prior to any viewing sessions that you host.
- Costs related to hosting these sessions, such as room rentals, food, and AV equipment would be eligible DGLVR Education expenses for the District.
