DGLVR Program Policy States that “Asphalt or chip-sealing must conform to PennDOT Pub 408 or Pub 447” (see specifically Pub 447 MS-0340-0005 Bituminous Seal Coat). These PennDOT specifications, however, were intended for chip-sealing an already paved road surface as a preservation technique. The PURPOSE of this technical bulletin is to provide additional education and guidance in cases where chip sealing is to be applied to an unpaved road surface.
